How to use Statistics Manager Tool?

Statistics Manager tool performs the following functions:

Rotation - dump and packaging of statistics from database to files, that were deleted from database.
Restoration - recovery from dump to database.
Conversion - upgrade of statistics packages to new VCS version.
Removal - full delete of statistics packages.

Generally during processing of the tool, Calculator and Files Collector can't work. Thereby, this can be the reason why new statistics isn't processed.

Mostly Statistics Manager is used after VCS version update for statistics converting to the latest format. In this case, the tool can work continuously for few hours.
